民办教育发展政府责任的政策解读——基于浙江省民办教育改革的思考

摘　　要：当前,厘清政府发展民办教育的责任及其实现方式对于各地正在开展的民办教育改革非常关键。政府发展民办教育的责任应包括体系构建、公平和秩序维护、财政扶持、举办人激励以及促进发展等内容。It is quite important to clarify the definitions of governmental responsibility for the development of private schools. This paper argues that governmental department of all levels assume the responsibility for education system formulation, fairness and order policing, financial support, investment stimulus and sustainable development.
