摘 要:为探索城市土地供应政策对土地利用效果的作用机制,提升城市土地节约集约利用水平,综合运用R型因子法、加权线性和法,从城市土地供应配置的合理性、城市土地供应执行力和城市土地供应效益三方面构建城市土地供应政策绩效评价指标体系,对重庆市都市发达经济圈的城市土地供应政策进行绩效评价研究.结果表明:城市土地配置基本合理,土地供应的执行力成效显著,土地供应经济效益较好,土地供应社会效益亟需进一步改善.研究认为提升城市土地供应绩效水平需推进产业结构优化升级,实现供地结构合理化;挖掘存量土地潜力,控制土地自然供给;以"两规"为导向,尽快制定和完善城市土地供应计划体系;引入3S技术,实现城市土地供应管理科学化和信息化.In order to explore the mechanism of the effects of urban land supply policy on land use and to enhance the level of economic and intensive use of urban land, the integrated method of R-type factors and linear weighted sum is used in this study to construct an evaluation indicator system for the performance of urban land supply policy based on rational allocation, execution and effectiveness of urban land supply. Then the evaluation indicator system is applied to evaluate the performance of urban land supply policy in Chongqing urban economic circle. The results show that urban land allocation is, in the main, reasonable, the executive ability of urban land supply is significant, urban land supply produces satisfactory economic benefit, and the social benefit of urban land supply is in urgent need of further improvement. It is recom- mended that in order to improve the performance of urban land supply, optimization and upgrading of the local industrial structure should be promoted, the potential of the stock of land should be developed and natural land supply should be controlled, the system of urban land supply planning should be developed and improved as soon as possible with urban planning and land use planning as the guide, and 3S technology should be introduced to achieve a science-and information-based management of urban land supply.
