摘　　要：美国学生贷款最初以强国为导向,经历了扩大需求的联邦家庭教育贷款,发展出精简程序、节约成本的联邦福特直接贷款项目。两大学生贷款项目的竞争运行,形成了较为完善和科学的学生贷款模式和还款政策;其中的立法工作体现了美国对教育的重视和支持。借鉴美国的有效经验,对于加快中国国家助学贷款的立法步伐,完善制度设计,构建有中国特色的国家助学贷款体系具有重要的启示价值。With the initial orientation tO building a powerful nation, the A- merican student loan projects have developed from the Federal Family Education Loan （FFEL） which aims to expand the domestic demand to the Federal Ford Di- rect Loan （FI）L） which is characterized by a simplified procedure of application and saving of costs. The two university student loan projects run competitively to form relatively perfect and scientific student loan mode and repayment policy. The legislation involved in the student loan development reflects the emphasis and support for education in the United States. It has important value of inspira- tion to learn from the American effective experience for speeding up the legisla- tion of Chinese Government--subsidized Student Loan （GSSL）, improving the system design and building up the GSSL system with Chinese characteristics.
