摘　　要：官德作为一种特定群体的道德,不仅受制于这一群体在社会结构中所处的地位,而且与他们生活其中的社会制度密切相关,同时还受到社会文化环境的直接影响。政治、经济、文化等因素都是官员道德形成的土壤和条件。在社会结构变化过程中,官员道德通过角色期待的变化而逐渐发生变化。在这一演变过程中,官员会由于新、旧道德规范的冲突而陷入道德困境之中。官员要走出道德困境,需要在认识社会发展规律的基础上,以超越性、建设性和继承性为原则实现官德的更新与提升。The officials＇ ethics, because of its speciality, is subjected not only to their social status but also to the social system in which they are living, in addition to the socio-cuhural environment. In other words, it is a product of the development of social-cultural environment. The formation of officials＇ ethics is inseparable from polities, e- conomy and culture. In the process of social structure changes, officials＇ ethics changes gradually with their role ex- pectations. During this process, officials are faced with the dilemma, resulting from the conflict of the old and new code of ethics. In order to solve this problem, officials should realize their renewal and improvement of ethics in ac- cordance with the principles of transcendence, construction and succession, and based on the laws of social development.
