战后中日关系的“钓鱼岛问题”史——知识生产与传播战略再思考

摘　　要：追求"世代友好"的中日关系终因"钓鱼岛问题"陷入准断交危机,颠覆了观念先行的伟人崇拜外交学叙事。以"问题史"知识生产取代政治意识形态想象和战略空论,发现"钓鱼岛问题"作为战后处理的国际法体系缺陷规定着结构性的可持续冷战,认识和解进程与国际秩序转型之间的历史逻辑,才能明确在国际传播主体性和外交能力重建前提下化解危机的方向感。战后初期,日本以中国名称体系向盟军呈交钓鱼岛,默认中国权益,直到日美交涉琉球返还才试图重占,受到中国抗议才虚构"固有领土论";其后经中日邦交正常化达成"搁置争议"共识,但日本无意信守而利用和平友好条约谈判修复"固有领土论"立场并尝试实际占据——虽然在中国交涉下恢复了"无人岛"原状,却是无解化的开始。中日关系危险地纠结于战后处理的民族主义原点,领土问题的条约交涉不能再拖延。The Sino- Japanese relationship,which has been an avowed perpetual friendship,is bordering on a break-off due to Diaoyu Islands. As a post-war international legal deficit,the issue of Diaoyu Islands is the cause of a structurally sustainable cold war. Only an understanding of the historical logic between reconciliation process and the transformation of the international order can the direction of solving the crisis under the circumstances of international media transmission and the reconstruction of diplomatic capacity be found. In the wake of the war,Japan submitted Diaoyu Islands to the Ally in the name of China,which amounted to a tacit recognition of China's rights. It was not until Ryukyu Islands were returned to Japan by the United States did Japan try to reoccupy Diaoyu Islands. When China protested,Japan went no further than declaring Diaoyu islands as its'inherent territory'. Later on,when the Sino-Japanese diplomatic relationship was normalized,consensus was reached that the dispute be set aside. However,having no intention of sticking to the peace treaty,Japan resumed its position of'inherent territory'and attempted factual occupation. Upon solemn representations from China,Diaoyu Islands have now been restored to a no-man zone,but this is no solution. The author argues that territorial issue can no longer be delayed.
