摘　　要：从历时性追溯和共时性分析看,教学服务型大学就是以服务为宗旨的应用型大学,其职能是社会服务,人才培养和科学研究只是进行社会服务的方式或途径。教学服务型大学建设的基本思路应该是坚持全方位服务地方的理念,重点体现在价值取向、学科专业、人才培养、科学研究、师资队伍、国际教育、文化建设等方面。From the diachronic traceability and synchronic analysis, a teaching-service-oriented university is an applied university which aims to provide services. And whose function is civil service, by means of personnel training and scientific research. The construe of the teaching service-oriented-university should adhere to the philosophy of good provision of services to the local development. The focus lies in the value orientation, specialty, talent training, scientific research, faculty, international education, cultural construction and so on.
