摘  要:卫生人力资源的德育开发水平将直接影响到社会卫生服务水平的高低,关系到整个民族的健康和社会的和谐稳定。以天津市为例,以部分医学院校大学生、医院患者、卫生管理人员和医护人员为调查对象,采用问卷调查、个别访谈以及文献分析等研究方法,在全面分析卫生人力资源德育开发现状的基础上,指出卫生从业人员所面临的"职业尴尬"和患者对医疗卫生服务的"高期待"现象,医学生面对卫生行业的需求仍然"未准备好"。最后从医生、患者和学校教育三个层面提出解决问题的对策。The moral development level of health human resources will directly affect the service level of social and health, as well the health of the entire nation and the harmonious and stable of society. The survey objects are Tianjin Medical Colleges, hospitals patients, health authorities and doctors. By using questionnaires, individual interviews and literature analysis etc research methods, based on the comprehensive analysis of the present situation of moral development in health human resources industry, it was pointed out that health practitioners are facing occupation embarrassment and pa- tients are having high expectations for health services. Medical students are still not ready for the re- quirement of health industry. Finally, countermeasures for this problem were proposed from three levels which are doctors, patients and medical ethics education.
