我国“高校管理分权”研究的回顾与反思

摘　　要：随着我国高等教育管理体制改革的不断深入,"高校管理分权"逐渐成为国内研究者关注的话题,"高校管理分权"的研究经历了萌芽期、发展期、争鸣期和深化期等四个阶段,研究内容主要涉及"高校管理分权"的含义和理论基础、必要性、目的和作用、具体路径、基本原则和主要模式等方面。"高校管理分权"研究存在"重视个别路径探索,忽视整体概念把握;重视理论层面研究,忽视实证调查分析;重视表象问题分析,忽视‘法理依据’研究;重视移植式研究,忽视本土化探索"等方面的问题。"高校管理分权"研究有待进一步加强,为优化高校管理权力结构体系创造条件。As the reform of the management system of higher education goes deeper, domestic researchers ＇ interest in ＂university administrative decentralization＂ gradually increased. The studies of ＂university administrative decentralization＂ can be divided into four stages ： forming stage, developing stage, contending stage and deepening stage. The research contents mainly involve meaning, theoret- ical basis, necessity, objective and function, the exact path, basic principles, main pattern and so on. However, there are so many problems in these studies, such as placing too much emphasis on individual route, while overlooking the global concept; placing too much emphasis on the theoretical research, while overlooking the practical investigation and analysis ; placing too much emphasis on the superficial problem, while overlooking the legal principle. What＇ s more, most of the studies are merely implantable researches, which are lack of the localization exploration. Therefore, the studies of the ＂university administrative decentralization＂ have yet to be studied further, to create conditions for the optimization of the university management structure system.
