论中国—东盟高等教育区域性合作的政策构建

摘　　要：从几十年的发展历程来看,中国—东盟高等教育区域性合作政策发展具有显著的阶段性特征,其合作内容和形式日益丰富和多样化,其政策的规约也日益具体、明确和易于操作。推进高等教育区域性合作的进一步发展,中国需要加大与经济、教育相对落后的东盟国家进行政策构建的力度,提高政策构建的均衡性,同时加快构建实现与东盟各国全覆盖的高等教育学历学位互认体系,并积极推进中国—东盟跨境高等教育校际合作的更大发展。Seeing from the past several decades, the constructing of regional cooperation policy of China - ASEAN higher education has some typical development features in different stages. The contents and forms of cooperation are more and more plentiful and var- ied; and the regulations of cooperation are more and more detailed, specific and practical. To push ahead the cooperation of regional higher education, China needs to enhance policy constructing with some under - developing countries of ASEAN in both economics and education so as to improve the balance of policy construction between different nations. At the same time, China has to fasten the con- struction of academic diplomas inter - authorization system between China and all ASEAN countries, and thus to further carry out the China - ASEAN cross - border higher education cooperation between different univemities directly.
