西部地区建设人力资源强区的学理依据及现实需要

摘　　要：当前是西部地区转变经济增长方式、发展创新型经济,构建经济繁荣、人民富裕、生态美好、社会和谐的重要时期。人力资源的进一步开发和人口素质的进一步提升是西部地区能否成功转型的关键。本文通过对西部地区人力资源现状的分析,阐释了西部由人力资源大区向人力资源强区转型的学理依据和现实意义,指出建设人力资源强区是西部地区从生态修复向生态积累转型的需要,同时也是应对我国进入经济发展新常态的需要。It is an important period to transform economic growth mode,develop innovation-type economy,and build the condition of economic prosperity,people affluence,zoology and social harmony,in western region. Further development of human resources and promotion of population quality is the key whether western area can realize transformation or not,successfully. Through the analysis of the present situation of human resources in the western region,this paper analyzes the theoretical basis and practical significance of the development of human resources,and points out that building superior human resources area is the transformation from the ecological restoration to the ecological accumulation,in western region,at the same time,it is the need to enter the new situation of economic development.
