我国公共体育服务绩效评价体系构建及实证研究

摘　　要：依照"资源利用-效益"的逻辑框架,通过发放专家问卷以及主成分分析法,建立了包含资源利用、效益的2个1级指标;资金投入、场地设施、组织机构、人力资源、体制健康、经常参加体育活动人群等6个2级指标;年度场地设施建设投入资金、年度群众体育资金投入总数、体育健身场所总数、晨(晚)练点数量、体育组织数量、体质监测点数量、体育指导员总数、晨(晚)练点配备指导员数量、年度体质监测受测人数、年度体质监测达标率、晨(晚)练点每天1h相对稳定活动人数等11个3级指标的公共体育服务绩效评价体系,搜集我国31个省、自治区、直辖市的相关数据,建立我国公共体育服务绩效评价标准体系和等级划分标准,对我国31个省、自治区、直辖市的公共体育服务绩效情况进行评价以及等级划分,并随机选取样本作为案例进行分析。This paper, in accordance with the ＂resource utilization--benefit＂ logic framework, through expert questionnaire and the way of principal component analysis, established resource utilization, benefit index of two a level indicators ; capital investment, venues and facilities, or- ganization, human resources, system health, regular participating in sports activities of six sec- ondary indicators; annual facilities construction investment, annual public investment total num- ber, sports venues in total, morning （night） practice sports organization, physique monitoring site number of sports instructors, morning （night） exercise instructor, annual physical fitness monitoring, annual physical fitness monitoring compliance rate, morning （night） to practice daily one hour of nine three level indicators of public sports service performance evaluation sys- tem, collected the related data of 31 provinces in China, the establishment of standards for per- formance evaluation of Chinese public sports service system and classification standard, public sports service performance for evaluation and grading.
