高校科研管理制度伦理建设的价值诉求

摘　　要：科研管理制度伦理建设是高校加强科研管理、构建现代大学制度的应有之义。高校科研管理制度伦理建设需要实现3个方面的价值诉求:一是促进科研管理制度与学术伦理互动发展,使科研管理制度接受伦理规约,成为"善"的制度,不断吸收学术伦理精义,促使学术伦理走向制度定型。二是统筹兼顾科研效率与科研公平。科研管理制度设计要明晰行政权力和学术权力的界限,建立二者之间的权力制衡机制,在保护学术公平的同时注重提高科研资源效能。三是促进科研组织与科研个体共同发展。即是要同时做好人际软环境创设和组织设计工作,以及领导的关怀性行为塑造和领导的结构性行为设计工作。The ethic construction of academic research management system is the core to strengthen the scientific research management and construct the modern university system. The ethnic construction of university academic research management system needs to realize three aspects of value demands ： the first is to improve research management system＇s interaction with academic ethnics, aiming at regulating research management system with ethics; the second is to balance efficiency and fairness of academic research, aiming at increase effectiveness of academic research; the third is to be mutual development of academic organization and academic individuals, aiming at constructing better inter-personal soft environment and behavior shaping of leaders.
