摘 要:中国公务员招考中存在普遍的就业歧视现象,导致女性面临多重歧视。按照联合国的要求,借鉴美国的做法,提出将"岗位内在需要"作为设置入职条件的主要标准。鉴于中国公务员招考制度的特殊性,应建立用人单位的自我审查、招考机关的统筹审核、上级机关的指导督促的综合审查体制,权力机关应发挥立法和监督质询的职权,并赋予公民以充分的司法救济权利。Female applicants have been faced with an array of discriminations in the annual Entrance Examination of Public Servants held across China. In light of relevant suggestions from the UN and existing practice in the U.S., "inherent requirements for a post" is thus proposed to be enlisted as principal criteria in the process of recruitment. Given the special characteristics involved in domestic examinations of public servants, a comprehensive supervisory mechanism, which includes self-censorship from employing bodies, overall review from recruitment agency, and guidance and surveillance from superior authorities, should be established. To further ensure citizens' access to judicial remedy, moreover, governmental departments are expected to make full employments of their authority in legislation and supervision over the entrance examinations concerned.
