社会转型与应用型院校现代大学制度建设的思考

摘　　要：经济结构调整、产业升级、科技迅速更新以及社会转型发展是当今中国社会发展的大背景,国务院印发《关于加快发展现代职业教育的决定》提出"引导一批普通本科高校向应用技术型高校转型",我国高等教育进入布局结构新的调整期。应用型院校基于现代职业教育体系和应用技术新类型大学建设要求,需进一步明确应用型办学定位,科学建设适应应用型院校发展定位的治理结构,加强制度建设创新,实现人才培养目标。Under the background of contemporary China society such as economic restructuring,industrial upgrading,rapid updating of science and technology,social transition,etc. Decision of the State Council on Accelerating the Development of Modern Vocational Education proposes a decision,that is,to guide some transition from general undergraduate colleges and universities to the ones of applied sciences. This means higher education in China enters a new adjustment period of layout structure. The new topics confronted to achieve new development of applied undergraduate colleges and universities are：to further make clear the educational position of their own,based on the construction requirements of modern vocational education system and new university of applied sciences,to construct scientifically the management structure of the orientation of applied colleges and universities,to innovate the institution construction and to achieve the objectives of skill-based talent cultivation.
