摘 要:资源环境承载力对实现区域可持续发展,建设生态文明社会具有重要意义。以河南省为例,从资源、环境、经济、社会四方面构建评价指标体系,采用突变级数模型定量分析2001-2012年河南省资源环境承载力水平,通过障碍因素诊断模型识别河南省资源环境承载力的主要障碍因素。研究结果表明:1)2001-2012年河南省资源环境承载力水平介于0.9068-0.9813之间,总体呈上升趋势;2)在各子系统中,资源子系统指数波动上升,其他子系统指数呈持续上升状态;3)河南省资源环境承载力主要障碍因素是人均水资源、万元GDP能耗、地均固定资产投资等。应继续转变资源环境管护模式,大力发展资源消耗低、环境污染少、资源优势得到充分发挥的产业,提高资源利用率,从而提升资源环境承载能力。Resources and environment carrying capacity have great meaning to realize the regional sustainable development and build the ecological civilization. Taking Henan province as an example,we constructed the evaluation index system from resources,environment,economy and society. Using catastrophe progression method,the resources and environment carrying capacity of Henan from 2001 to 2012 were quantified. Furthermore,the obstacle factors diagnosis model was built to recognize the main factors. The results demonstrated: 1 The resources and environment carrying capacity of Henan from 2001 to 2012 lied from 0. 9068 to 0. 9813,which showed an increase tendency. 2In the study phrase,the resource subsystem showed a fluctuant increase while resource,economy and society subsystem continued to rise. 3The main obstacle factors were the water resource per capita,GDP energy consumption per 10000 Yuan,fixed asset investment per hm2 and so on. In order to improve the resource and environment carrying capacity,the management and protection mode should be changed.The industry with low resource consumption,less environment pollution and resource advantages should be developed rapidly.
