摘  要:目的规范科技成果管理,为研究型医科大学遴选申报科技奖励项目提供理论参考。方法本文采用专家咨询法(Delphi法)组织向3所军医大学和3所研究型综合大学附属医学院49名专家进行两轮函询。结果专家积极性较高(两轮专家应答率分别为87.8%和95.3%),专家权威程度较高(Cr=0.84)。整理分析专家意见及建议,最终确定评价指标体系中的各指标及其权重。该指标体系由立项阶段、实施阶段、验收阶段和应用阶段4个一级指标、8个二级指标和16个三级指标构成。结论本研究构建的科技成果评价指标体系能科学的评价应用技术类科技成果,并且具有一定的导向性。为广大的科技工作者提供努力方向,为科研管理者提供理论参考。Object To standardize the management of scientific and technological achievements, to pro- vide a theoretical reference for selecting the Science and Technology Award of research - oriented Medical University. Methods The Delphi method was used, and 49 experts from 3 military medical university and 3 Medical School affiliated research - oriented university were consulted. Results Experts were of high degree of enthusiasm (Two rounds of expert response rate were 87.8% and 95.3% ). Specialist authority coefficient (Cr) was 0.84. Then the evaluation index system and weights of each index were confirmed in final by analyzing of expert opinions and recommendations. The index system was compose by 4 first - grade index as proposal stage, implementation stage, acceptance Stage and application stage, 8 second- grade index and 16 thirdgrade index. Conclusion The evaluation index system is scientific and directional, to provide our scientists with the direction of research and theoretical reference for the scientific research management.
