摘　　要：本文旨在对香港公益诉讼的发展进行一个概述。该引言之後，本文首先试图在第二部分找出公益诉讼的定义。然後在第三部分对香港公益诉讼历史发展以及影响其发展的因素进行一个简要讨论。本文的第四部分审查了在香港法院启动公益诉讼的程序以及在此过程中将会碰到的问题。本文的第五部分讨论了对公益诉讼的批评，并对公益诉讼的社会价值进行了探讨。第六部分对文章进行了总结，预测了公益诉讼在香港未来的发展。This paper aims at offering an overview of the development of public interest litigation （PIL） in Hong Kong. After this introduction, the paper firstly attempts to find out the definition of PIL in Part II, and then followed by a brief discussion of the historical development of PIL in Hong Kong and the factors affecting its development in Part III. Part IV of the paper examines the procedure for initiating a PIL in Hong Kong courts and the problems that will be encountered in the process. Part V of the paper discusses the criticisms of PIL and examines the value of PIL to the society. Part VI concludes the paper by forecasting the future development of PIL in Hong Kong.
