摘　　要：临沂市提出的农村残疾人＂整村赶平均＂工程被《农村残疾人扶贫开发纲要（2011~2020年）》推广,是解决农村残疾人贫困问题的系统工程,是对多维贫困指标的综合衡量,符合临沂农村残疾人扶贫的现实情况,坚持扶贫开发和特殊救助相结合,采取＂一村一计、一户一策、一人一法＂的个性化帮扶措施,丰富了农村残疾人扶贫开发理论和实践。未来的扶贫之路将越来越艰难,要实现全体小康,还应做如下努力：加强理论研究;把社会工作理论引入残疾人扶贫开发;加强教育扶贫力度;保护农村残疾人土地权益;逐步提高农村贫困残疾人各项福利补贴标准。＂Zheng Cun Gan Ping Jun＂ project（the whole village manage to surpass the average in Chinese） which is put forward by Linyi City has been selected and promoted by Rural Poverty Alleviation and Development Programs for the Disabled（2011-2020）.It is a system to solve poverty reduction issue of the disabled in rural areas,as well as a comprehensive measure of multidimensional poverty index,which is in accordance with present situation of the rural poverty alleviation for the disabled in Linyi City.It insists helping the rural disabled in poverty to get their own jobs and ensuring their basic living standards.Personalized supporting measures have been taken such as ＂one village one policy,one family one method,one person one way＂.It enriches the theory and practice of poverty alleviation for the disabled.In the future,it will be more and more difficult to solve the poverty problem of rural disabled.To realize the comprehensive well-off,we should take the following measures：strengthening the theory research;inverting social work in rural poverty alleviation for the disabled;deepening the education poverty alleviation;protecting the rural disabled land rights and interests;gradually improving welfares for the rural disabled in poverty.
