摘 要:省级统筹不仅是我国改革开放以来高等教育治理结构改革的政策诉求,也是新形势下高等教育治理体系建设的重要环节。实践中,省级统筹权的落实受到中央与省级政府责权模糊、缺乏监督机制、管理条块分割与统筹机制不健全等方面的阻碍,导致省级统筹能力受阻,统筹发展成效不高。下一阶段,改革的关键是要理清中央政府与省级政府的责权关系,实现省级统筹权与落实高校自主权相结合,建立多中心的高等教育治理机制。Provincial government management of education is not only the policy demand of higher education governance structure reform since the reform and opening policy, but also an important link of higher education governance system construction in the new epoch of education development. In practice, the implementation of provincial overall planning right is obstructed by responsibility fuzzy between central and provincial government, lack of supervision mechanism, compartmentalization of vertical and horizontal management, leading to disruption and inefficiency of provincial overall planning. The key of the reform is to make clear the responsibility relationship between central government and provincial government, combination of provincial overall planning right and candying out university autonomy, and establishing multi-center governance mechanism.
