摘　　要：对于高危险性体育项目,因其项目自身的危险性以及经营者自身自律性的缺失,有必要建立健全的法律体系加以规范许可经营。将以营利为目的的申请主体纳入行政许可的范畴,制定经营场所和设备、从业人员资格、安全保障、卫生环境等的行业标准。在许可决定作出后,对许可活动进行必要的检查监督,保障参与者生命安全,推动体育市场经济的有序发展。It is necessary to establish law system to regulate the high risk sport operation due to its risk and lack of selfdiscipline of the operators. The paper proposes to include porfit onented applicants into the administrative licensing, design standards for working staff, safety guarantee and healtlay environment. The activities should be monitored and examined after the administrative license is issued so as to guarantee the life and safety of the participants and promote the development of the sports market.
