摘　　要：党的新一代领导集体与时俱进地将依法治国与以德治国理论提升到了一个新的高度,面对新时期高校发展的现状和问题,将依法治国与以德治国理论有效应用于高校日常管理中,实现德治与法治管理在高校有机结合的新局面,可以提高高校管理的科学化水平,保障高校教育质量水平的不断提升。因此,高校管理者必须提高其对于依法治国与以德治国战略方略的思想认识,建立健全理论应用的工作机制,有效拓展理论应用阵地,做好理论应用的内部基础和外部保障工作。A new generation of collective leadership of the party elevated the rule of law and the rule of virtue theory to a new level with the times, In the face of the new era of development status and problems of universities, the rule of law and the rule of virtue theory effectively are applied to college everyday management, the realization of Virtue and the rule of law situation in u- niversities combine management can improve the scientific level of university management, and protection of the quality of univer- sity-level education has been increasing. Therefore, university administrators must improve its rule of law and for Virtue strategic thinking and understanding of the strategy. ,They should establish a sound working mechanism theory and expand effectively the theory position and work for good internal infrastructure and external security work.
