公共精神的重要意义及培育路径

摘　　要：随着我国现代化进程的高速发展,公共生活领域正在以前所未有的速度扩大,个人与公共生活之间的关系越来越密切,公共秩序、公共利益、价值共识、公共精神越来越重要。公共精神是人们以利他的方式关心公共利益的态度和行为方式,是公民在公共生活中应具备的基本精神,是衡量一个国家公民素质高低的重要尺度。培养公民的公共精神对提升国民素质、构建和谐社会具有重要意义。培育公共精神是社会主义市场经济健康发展的内在动力,是发展民主政治、抑制腐败的强大力量,是提高社会公德的时代呼呼。培育公共精神,需要鼓励公民投身公共生活实践,重视教育在培育公民公共精神方面的基础性作用,建立健全相关法律体系,为公共精神的推广提供外在保障,同时要加强公职人员公共精神的培养,发挥其模范带头作用。With the high-speed development of the modernization of our country,the field of public life is expanding at an unprecedented speed and the relationship between the personal and public life is more and close.The public order,public interests,value consensus and the public spirit are more and more important.The public spirit is one’s attitude and manners to care about the public interests in the way of altruistic.It is the basic spirit the citizens should have in the public life and it is the important measure of the citizens’ quality of a country.To cultivate the citizens’ public spirit has a great meaning to improve the quality of citizens and build a harmonious society.To cultivate the public spirit is the inner motive power of the healthy development of socialist market economy,is the powerful force of the development of democratic politics and anti-corruption,is the call of the times to improve the social morality.To cultivate the public spirit needs to encourage citizens to go into the public life practice,to attaches great importance to the education ’ s fundamental role in cultivating citizen’s public spirit,to establish and perfect relevant legal system to provide an external security for the promotion of the public spirit,especially to strengthen the cultivation of civil servants’ public spirit to make them play the leading role.
