摘 要:通过构建济南市城市化与水环境安全综合评价指标体系,采用熵值法和层次分析法确定1996—2012年济南市城市化与水环境安全系统指标权重,筛选出系统内主要影响因子,进行了济南市城市化与水环境安全耦合协调度分析。研究表明:1996—2012年,济南市城市化与水环境安全分别经历了严重失调的低度耦合期(1996—1997)、中度失调期(1997—2000)、勉强协调发展期(2000—2004)、中度协调发展期(2004—2008)和良好协调发展期(2008—2012)。2008年之后,济南市城市化水平较高,水环境污染防治措施发挥作用明显,水环境质量总体保持较好趋势,但也存在着水安全危机,需加强水环境安全预警,实现快速城市化过程中水资源的可持续利用。济南市城市化综合指数与小清河济南段地表水综合污染指数拟合结果表明,随城市化发展,小清河济南段地表水综合污染指数总体呈下降趋势,水环境质量处于不断改善状态。To estimate the coupling relationship between urbanization and water environment in Jinan, a comprehensive assessment system was established in this paper. The weights of indicators in the urbanization system and the water environment system were determined by combining the entropy method and AHP. Results of the coupling coordination degree model showed that the relationship between the urbanization system and the water environment system experienced five stages from 1996 to 2012: serious imbalance stage with the lowest coupling degree (1996 to 1.997); moderate imbalance stage (1997 to 2000); barely coordinated development stage (2000 to 2004); moderate coordination stage (2004 to 2008) and good coordination stage with the highest coupling degree (2008 to 2012). There was a higher urbanization degree in Jinan since 2008, and water environment pollution prevention and control measures began to play an increasingly important role. Though the water environment quality was obviously improved in recent years, there were some water security problems. Furthermore, in order to realize the sustainable utilization of water resources during urbanization, the development of early warning mechanism for water environment was critical. The coupling result of urbanization and surface water comprehensive pollution index showed that water quality of the Xiaoqing River was improving during the process of urbanization.
