新时期民办高校加强内涵建设的战略思考

摘　　要：提高质量是高等教育发展的战略任务,是建设高等教育强国的基本要求。民办高校必须认识新时期的新形势与新任务,冲破政策环境、资源环境、竞争环境的制约,解决内涵建设中缺乏战略意识、战略管理不力等一系列问题,走战略创新之路,通过加强民办高校内涵建设战略发展的推动力量、强化体制机制的战略创新、突破制约民办高校内涵建设发展战略的瓶颈、建设推动民办高校战略发展的"以人为本"的特色文化、建设推进民办高校差异化战略特色发展的新模式与新路径等措施,完成新时期提高民办高校人才培养质量和内涵建设的历史使命。The strategic task for the development of higher education is to improve its quality, which is also the basic requirement for building a powerful country in higher education. Private universities should realize the new sit- uation and new tasks, break through the restrictions in political environment, resource environment and competition environment, and solve a series of problems in its connotation construction such as lack of strategic ideas, ineffective management of strategies etc, so as to go on the road of innovation. In order to accomplish the historical mission of improving the quality of talents and connotation construction in private universities in this new period, we should strengthen the driving force for strategic development of connotation construction, innovate the system and mecha- nism, break through the limitation of bottleneck for development of private universities, emphasize the specific cul- ture of ＂people oriented＂, and adopt the new mode and path to promote differentiation development with characteris- tics in private universities.
