民族地区公共文化服务机制创新的“宜”字诀

摘　　要：提供公共文化服务是保障民族地区民族民众基本文化权利的基本内容。民族地区在文化需求、资金投入、人口分布、人口素质等方面有一定的特殊性,诸多情况意味着为民族地区提供和保障公共文化服务的机制必须在有限的资源范围内充分考虑区域实际,明确目标,更好地优化配置资源,才能使机制发挥出最大的效应。同样,民族地区公共文化服务机制的创新也必须遵从以上原则。"宜"是服务机制创新的基本原则,也是对相关创新措施评估的基本标准。To provide public cultural services is to ensure the basic cultural rights of ethnic people. Minority areas have certain particularity in cultural demand, capital investment, population distribution, population quality, so the safeguard mechanism of public cultural services must be within the scope of the limited resources, fully considering the regional actual, clear objectives, optimizing the allocation of resources, making the mechanism play the maximum effect. Also, the innovation of the public cultural service system in national regions must also comply with the above principles. The basic principles of “suitability” are the service mechanism innovation, and they are also the basic standards to evaluate related innovation measures.
