摘 要:将我国少数民族研究生招生优惠政策改革进程中牵涉个人和参与群体的"利益分配与实现"作为切入点,探讨我国少数民族研究生招生优惠政策利益相关者利益诉求及冲突的表现和原因,并且结合我国少数民族研究生招生优惠政策对利益相关者的约束及激励的分析,论证我国少数民族研究生招生优惠政策的利益相关者在博弈过程中实施的合法性,力争在理论应用与分析方法上有所突破,进而指导我国少数民族研究生招生优惠政策的改革与实践。The author will take “the distribution of benefits and achievements” of minority individuals and groups involved in the process of reform of preferential enrollment policy for graduate students of ethnic minorities as the entry point, discuss the performance and reasons of the interests'demands and conflicting of stakeholders involved in the preferential enrollment policy for graduate students of ethnic minorities. At the same time, the author will demonstrate the implemental legitimacy of the preferential enrollment policy for graduate students of ethnic minorities during the process of the game among stakeholders, and the analysis on the constraints and stimulation of stakeholders will be taken into account during the demonstration. Finally, the breakthrough on the theory and analysis methods will be achieved through efforts and then.guide the reform and practices of our preferential enrollment policy for graduate students of ethnic minorities.
