森林认证国际新进展及启示

摘　　要：概述了森林经营认证和产销监管链认证的最新进展,分析了国际森林认证发展面临的主要挑战,包括认证体系互认、认证费用、贸易法规、绿色建筑、认证对森林可持续经营的贡献等。在此基础上,系统总结了进一步促进我国森林认证发展的5点启示,包括强化森林认证市场推广、协调森林认证与木材合法性认定关系、提高森林认证对森林可持续经营的贡献、拓宽认知领域和发掘认证潜力、协调国家认证体系和国际认证体系关系。In the paper, the progress of forest management certification and chain of custody certification were reviewed firstly, then main challenges faced by forest certification in the world were analyzed, including endorsement between different schemes, certification cost, trade regulations, green architecture, contributions of forest certification to sustainable forest management. Based on the challenges, the policy suggestions for promoting forest certification development in China were provided, including strengthening popularization, coordinating forest certification and legal verification, improving contributions of forest certification to sustainable forest management, broadening forest certification fields, harmonizing the relationship between national forest certification scheme and international forest certification scheme.
