浅议科研院所学术委员会运行机制——以中国水产科学研究院为例

摘　　要：文章以中国水产科学研究院学术委员会为例,介绍了其创新性的组织架构和运行机制,总结了学术委员会成立以来的相关经验与存在的问题,并分析了相关问题产生的原因。提出了赋予学术委员会真正学术决策权利、建立学术委员会委员作用评价制度及完善学术委员会委员遴选和退出机制等建议,以期为加强科研院所学术委员会工作提供参考。Taking the Academic Committee in Chinese Academy of Fishery Sciences as an example, the organization structure and operation mechanism were introduced in the paper. The experience and existing problems since foundation were summarized, and the reasons for such problems were analyzed. Based on this, three recommendations were put forward, i.e., giving the committee real power of academic decisions, establishing the members＇ function evaluation system, improving the selection and quit mechanism. All these can give strong reference to improve the work of the Committee.
