摘　　要：香港社会的公民道德产生于20世纪70年代,是在经历了20世纪60年代的剧烈社会运动和由此引起的港府社会建设之后形成的,主要内容与市场自由、法治等观念相关。1997年香港回归后,选择留在香港的国民放弃了"难民""过客"的心理,开始关心本土居民。2003年初爆发的SRAS强化了香港人的连带意识和共同利益感,加速了"我们香港人"意识的形成。进入21世纪以来,后工业社会的价值观开始流行,这导致当代香港公民道德日益强调民主、自主、地方文化等主题。Civil morality in modern Hong Kong has been formed since 1970 when several social movements took place and the government started social constructions in the end of 1960. It is mainly related to the concepts of market liberty and rule by law. After Hong Kong’s return to China in 1997,most Hong Kong people who chose to live in Hong Kong have gradually abstained the attitude of being＂refugees＂or＂bystanders＂,and they became more concerned about Hong Kong local people. The breakout of SARS in early 2003 strengthened the sense of joint and several liability,and common interests among Hong Kong citizens,which accelerated the recognition of the identity of＂We Hong Kongers. ＂As post- industrial social values have become more and more popular in the 21 st century,the issue of civil morality in Hong Kong began to highlight on the topics of democracy,self- autonomy,locality and the like.
