我国空铁联运发展的对策建议

摘　　要：加快构建现代综合交通运输体系是交通运输发展的客观规律,也是未来我国交通运输发展的主要方向。作为推进综合运输体系建设的重要手段,空铁联运已经成为国内外交通运输主管部门十分重视的一种新兴的综合运输组织模式。本文从铁路、航空、城市、旅客四个角度分析了空铁联运发展的意义,提出了空铁联运的基本概念和类别,系统介绍了目前国内外空铁联运的发展历程,并结合我国实际情况,从顶层设计、基础设施、运输组织、信息系统等方面提出了对我国空铁联运发展的建议。Accelerating the construction of modem comprehensive transportation system is not only the objective law of the development of transportation, but also the future main direction of China＇s transportation development. As an important way to promote the comprehensive transportation system, the air-rail multimodal transport mode has become a new comprehensive transportation model which is attached importance by domestic and foreign transportation department. This paper analyses the importance to the development of the air-rail multimodal transport mode from four angles of railway, aviation, urban and passengers, presents the basic concept and classification of the air-rail multimodal transport mode, introduces the development history of the air-rail multimodal transport mode at home and abroad. Combined with the actual situation of China, this paper puts forward suggestions on the development of the air-rail multimodal transport mode in China from the top-level design, aspects of infrastructure, transportation organization and information system.
