摘　　要：国际间城市合作更有利于相对落后的城市建立新的治理体制和改善居民生活。城市合作关系在城市制度层面和公民社会层面对城市治理起干预和利益回馈的双层作用。荷兰的阿姆斯特丹与秘鲁的埃尔萨尔瓦多等4组国际间城市合作对合作各方的城市治理都产生了影响。这些合作既有鲜明的城市治理理论作指导,又植入了民族、城市地域等特点,深入分析这些理论和案例,对于我国地方城市治理借鉴国际间城市合作的经验具有指导意义。City cooperation is more beneficial to the relatively backward city to establish a new management system and improve the lives of the residents. City cooperation facing the city governance intervention in the city system and the civil society layer（ interventions） and the interests of the double effect of feedback. City cooperation can influence the city governance from all angles.Germany,Holland,Peru,South Africa,4 groups of city cooperation is typical in the influence of city governance,the cooperation is the city governance guidance,and the characteristics of practice,a thorough analysis of these cases,for our local city governance foreign city cooperation experience has guiding significance.
