后9·11时代美国高等教育国际化政策发展和实践新动向

摘　　要：9·11事件之后,美国高等教育国际化政策理念出现了新的动向,联邦政府以签证政策改革为基础对其高等教育国际化理念进行了调整,强调国家安全至高无上的利益。2005年之后,在权衡了经济利益、大学发展和国家未来安全的重大利益之后,美国开始调整国际化政策,相继出台法案,从国家层面出发部署国际化发展战略。加州大学和哈佛大学国际化发展政策一定程度上反映了美国大学国际化发展战略的新动向,为我国高等教育改革也提供了借鉴和启示。After 9·11 events,internationalization of higher education in the UnitedStates showed new trends. Based on the reform of visa policy,the federal government adjust-ed its concept of internationalization of higher education,with the emphasis on the supremeinterests of national security. After weighing the vital benefits of economy,university devel-opment and security of the country＇s future,The United States began to adjust its interna-tional policy,and announced bills to implement its international strategic plans after 2005.After reviewing the post-9·11 times internationalization policies of higher education,thispaper chooses the University of California and Harvard University as examples of its policyimplementation,and explains four new trends of internationalization of higher education inAmerican universities with the aim to enlighten and promote China＇s reform of higher edu-cation.
