摘　　要：当前世界各国政府都非常重视对青年创新人才的培养,包括制定政策、创造条件、增加经费、吸引优秀人才进入科研机构和高校等。本文在梳理俄罗斯21世纪以来出台的一系列支持青年创新人才发展的政策基础上,分析支持政策的内容特点,并以莫斯科大学为例阐述创新人才培养的具体措施。Nowadays, almost every government attaches great importance to cultivation of young innovative talents, by formulating policy, creating learning atmosphere, increasing investment and attracting top talents to working in university and research institution. This paper summarizes a serious of policies to support cultivation of young innovative talents, analyzing the characteristics of them, as well as taking Moscow University as an example to discuss the detailed implementation measures. Eventually the paper wishes to provide feasible suggestions for Chinese government＇ s policymaking on cultivating young innovation talents.
