摘　　要：文中通过对国内外船舶报告制度和船舶报告制度与自动识别系统的相关情况进行比较研究,对自动识别系统能否替代船舶报告制度进行了分析,针对发现的中国船舶报告制度的不足和自动识别系统的优越性,提出了中国船舶报告制度的改进和发展对策。Based on a comparative study between the ship reporting systems at home and abroad as well as between the ship reporting system and the automatic identification system（AIS）,the paper analyzes the possibility for substituting the ship reporting system with AIS. In view of deficiencies identified in China’s existing ship reporting system and the advantages of AIS,the paper puts forward the countermeasures for improving and developing the ships reporting system.
