摘 要:目的:了解市级公立医院新的内部绩效考核和收入分配方案的实施情况及医院各方对绩效改革的认识和对改革实施效果的评价。方法:采用问卷调查法对24所市级医院的绩效部门负责人和各类员工进行调查。结果:24家医院均建立了全新的内部绩效考核指标体系和收入分配制度,考核指标与"八要素"紧密结合,大部分科室收入实现了合理增长;39%员工分配水平有所增长,97%员工支持改革,90%员工认为改革起到了积极的作用。结论:各家医院绩效改革既有统一性又各具特色;绩效反馈与宣传有待进一步加强;分配公平性和分配水平均有提高。Objectives: To understand implementation new internal performance assessment and allocation system of Municipal public hospitals in Shanghai and to know the view and effect evaluation of performance reform. Method: Staffs who in charging of performance assessment and relative staff in 24 municipal hospitals were selected to have a questionnaire survey. Results: All the 24 hospitals have established new internal performance assessment and salary system, and the indicators are closely collected with "Eight Elements". Most departments and 39% staffs achieved reasonable growth of income. 97% staffs support the reform and 90% staffs believe that the reform has played a positive role. Conclusions: Internal performance reform of the hospitals shows both unity and differences; performance feedback and publicity of reform should be further strengthened; both equity and levels of allocation have been increased.
