摘 要:在中国等转型经济体中,政策环境对企业经营有着不可忽略的影响。本文试图基于注意力基础观和制度逻辑的理论视角讨论企业政策敏感性问题。本研究搜集了我国医药行业143家上市公司在2009—2013年对新医疗体制改革政策关注程度的追踪数据,分析结果指出,市场逻辑更强的企业对政策环境有着更密切的关注;相反,官僚逻辑强的企业更不强调政策的影响,意味着重视非市场活动的企业面临政策变化时感知到的脆弱性更低。同时,研究发现,市场逻辑的作用不因企业所有权类型而异,但官僚逻辑会降低政策关注度的效应在国有企业中表现得更加明显。由此可见,国有企业从非市场活动中获取的安全感更高。Policy environment has an important top-down effect on business operation in transitional economies such as China, as both scholars and managers have noticed. Previous research based on institutional perspective have emphasized a lot on the influence of institution on firm strategy and their performance, both theoretically and empirically. While, few studies examine the underlying down-top relation:if all managers keep their eyes on policy, and if not, why their sensitivity to policy change are lowered. This study aims to answer these questions through attention-based view and institutional logic perspective. Attention-based view argues that information processing capability of managers is bounded, hence firms would attend to certain things while ignore others ,came up as "differentiated attention". In terms of attention to institutional environment,this study will apply institutional logic theory to explain the differentiated attention of Chinese firms to policy. In this paper, two distinct institutional logics are constructed to theoretically illuminate different principles held by firms and their managers in terms of doing business : market logic and bureaucracy logic. This typology distinguish firms who emphasize market power force as driver of success, from who give priority to non-market activities. As firms allocate more resource on market driven activities, such as R&D and marketing, they tend to perceive more vulnerable due to policy change, and perceive less vulnerable when they spend resource to build non-market connection, say policy department. Hence,we propose a positive relation between market logic and attention to policy, and negative relation between bureaucracy logic and attention to policy. Beyond the main effect of institutional logic, we further explore how the effect is contingent on an important firm characteristic:ownership type.
