摘  要:高等教育资源承载力是高等教育系统的客观属性,基于教育经费投入、高校基础设施和师资力量构建高等教育资源承载力评价指标体系,选取全国31个省(市、区)1999年、2005年和2010年的截面数据,采用承载力指数模型分析法,对区域高等教育资源各分量承载力及其综合承载力进行定量分析。研究结果表明:区域高等教育资源各分量承载力呈两极分化,且高等教育资源非均衡配置与区域差异性显著。建议公共教育财政支出"4%"的增量,重点向基础设施与师资力量承载力微弱的区域倾斜,同时建立完善的省际高等教育财政转移支付制度,实现区域高等教育资源配置的均衡化;建立区域高等教育基础设施和高校教师资源共享机制,提升高等教育资源承载能力。The carrying capacity of higher education resources is the objective attribute of higher education system. Its evaluation system is created basing on education expenditure, university infrastructure and faculty. By using carrying capacity exponential model method, the cross-sectional data of 31 China's provinces in 1999,2005 and 2010 is selected to quantitatively analyze the capacity of regional higher education resources respectively at each component and comprehensive levels. The results showed the polarization of the carrying capacity of each component for the regional higher education resource, also the significance of imbalance distribution and regional difference. It was suggested that 4% increment of public education expenditure, should focus more on the weak carrying capacity region of infrastructure and faculty resources. A complete inter-provincial financial transfer and expenditure system should balance the distribution of regional higher education resources. In addition, the establishment of a sharing mechanism of the regional higher education infrastructure and faculty resources would increase the carrying capacity of higher education resources.
