摘  要:针对目前一些公益性院所仪器资源利用开发现状和存在的问题,如购置计划论证欠充分、开放共享程度低、缺少有效奖惩制度、检查监督力度不够、共享使用管理模式的利弊等,提出了六个方面的对策,以期充分发挥大型科学仪器设备在粮食科技领域的作用。1加强购置计划的论证,避免盲目性购置;2构建仪器实时监控系统,自动量化设备资源利用程度;3理顺专用仪器与通用仪器管理,充分发挥资源应有作用;4建立大型仪器共享激励机制,使其对业绩评价产生实际影响;5最大限度开放仪器共享平台,培养科研人员和研究生的操作技能;6挖掘闲置仪器功能开发,使之成为较为完善的粮油应用研究创新的硬件平台。Science instrument is important for supporting industry technology. There are some problems in the process of utilizing and empoldering apparatus resource in research institutes, such as lake of full consideration in the argumentation of purchase apparatus plan,low degree of resource opening and sharing,lake of effective system of rewards and penalties,insufficient supervision and inspection,advantages and disadvantages of sharing management mode. We suggest from six aspects to improve the current situation. They are to emphasis the argumentation of purchase apparatus plan to avoid its blindness,to design a system of real- time monitoring apparatus so that the utilization degree of instrument resource can be automatic quantified,to clear about how to manage special apparatus and universal instrument to bring the full use of resource,to constitute a prompting mechanism of sharing good- size apparatus to make it have practical effect on performance evaluation,to furthest open the platform of sharing instrument to train the operational skill of researcher and student,and to empolder the functions of untapped apparatus to become a more perfect platform of grain and oil application research and innovation. Only by these,science instrument can play a vital role in the grain technology field.
