摘　　要：在低碳经济背景下探索和完善碳排放权交易制度已成为中国破除能源、资源、环境瓶颈,推动经济可持续增长的一个关键。目前世界各国已建立了EU ETS、CCX和NSW GGAS等较为成熟的区域性碳交易市场机制,中国碳排放权交易试点工作虽然取得积极进展,但起步较晚,还存在法律基础薄弱、管制对象不明、交易市场分散、金融机构参与不足等问题,因此,迫切需要借鉴国际碳交易市场完善的法律体系、合理的碳权分配、良好的交易模式、完备的金融产品来推动国内碳排放权交易市场的健康发展。To explore and perfect carbon release right exchange system is the key to solving the difficulty of our energy resources, natural resources and environment problem and sustaining economic development against a low carbon economic background. Presently, many countries establish the mature regional carbon exchange market mechanism such as EU ETS, CCX, NSW and GGAS. In spite of some progress in our carbon release exchange right experiment, due to weak legal foundation, obscurity of management object, scattering of the market, lack of participation of financial institution, we still need international experience of the legal system, reasonable distribution of carbon right, good exchange pattern, and complete financial product to propel the healthy development of the market.
