摘 要:咨询类政府信息公开申请是《政府信息公开条例》实施以来较为常见的一种。尤其当这类申请和申请内容不明确联系起来更是增加了实践过程中的判断难度。为了提升申请内容不明确的咨询类申请的答复水平,行政机关未来有必要通过规范该类申请的判定流程,通过补正程序及其他途径在答复前帮助申请人明确申请内容,通过主动公开对咨询类申请的解读,以及考虑采取便民等其他途径回应咨询类申请,推动相关争议的妥善解决。There are a number of infromation requests related to consultation or question - asking which have been received by various levels of government agencies since the implementation of Freedom of Information(FOI) Regulations. It has increased the difficulty of government replies especially on the occasion of the applied information of such requests being vague. To better reply such requests, it is necessary for the government to clear its replied process, assist applicants to clarify their requested information through amendments and others, and publicly explain its consideration of handling such special requests. It is also necessary for the government to take service measures to reply such information requests to decrease the figure of FOI disputes.
