摘  要:科技人才安全指的是关系到一个主权国家利益与安全的科技人才资源和发展系统具有免于遭受外部势力侵害与威胁的状态。其实现与"以用为本"人才观存在重要价值关联。"用"是科技人才的固有属性与本质内涵;是促进科技人才发展与安全的目的和动力;是科技人才安全实现的根本保证。纵观我国科技人才现状,科技人才实力不足,安全免疫力不强;人才流失严重,安全乏力。究其根本原因,是人才偏离"以用为本"。要规避问题,需要尊重科技人才"用"的本质属性,树立"以用为本"的人才观,建立健全"以用为本"的人才制度。Technology personnel security is related to the interests of a sovereign state. It can ensure scientific and techno- logical personnel resources and development system would not suffer from the external forces and threats of the state. To a- chieve this goal, it has important value relevance with the principle of putting priority on the utilization of talents. "Talent utilization" is the inherent nature and essence of scientific and technical personnel; "Talent utilization" is to promote the development of science and technology talents and is also the purpose and power of security; "Talent utilization" is the fun- damental guarantee for the realization of scientific and technological talents. As to the current status of scientific and tech- nological personnel in China, we have the following problems : lack of scientific and technological talents, weak safety and immunity; the brain drain problem is serious, and the security is weak. The fundamental reason for those problems is that talents are not utilized properly and efficiently. To circumvent the problem, we need to respect the nature of science and technology personnel, build up the principle of talent utilization, and complete the system.
