摘  要:美国内政部与教育部联合发布印第安教育"改革蓝图",启动印第安教育自治改革,提出了人力资源、组织结构、教育自治权限、合作支持、资金预算共5个关键改革领域,将逐步实现印第安教育的真正自治,促进卓越教学,确保印第安学生享有平等的受教育权,保护印第安原住民文化、历史与语言,从而最终保障印第安学生取得学业成功,获得在全球就业市场竞争的能力。改革体现的许多理念有着重要的启示意义。The U.S. Departments of the Interior and Education jointly issued the "Blueprint for Reform" in American Indian education. The blueprint puts forward five areas of reform: human capital, organizational environment, educational self-determination, com- prehensive supports through partnerships, budget fund. The reform will gradually realize ed- ucational self-determination for tribal nations to promote excellence in teaching. Thus BIE students can have equal access to the quality education and college and career ready, and Native languages, cultures, and histories can be saved. The ultimate aim is to ensure that American Indian students gain academic success, successfully prepared for a competitive global job market. The blueprint for reform affords us lessons that merit attention.
