摘  要:随着城镇化进程加快,大都市郊区耕地保护将面临更大的挑战。从耕地保护缺乏经济补偿机制和动力机制出发,以北京市平谷区为例,分析基于土地发展权的设立和配置完善耕地保护相关政策的路径。研究表明:1土地发展权基于公平的理念,因规划和土地用途管制而产生;2土地发展权为耕地保护提供了一个与土地用途管制相补充的经济补偿机制;3土地发展权的初始配置需依据土地利用规划,根据相关指标确定土地发展权的初始数量;4土地发展权对耕地保护的实现路径主要体现为市场交易和政府购买。基于此,政府应通过法律、规划监管的完善和耕地保护基金的设立来构建基于土地发展权的耕地保护体系。This study explored an approach to assess the efficiency of the iron ore resources development and utilization based on the generalized DEA,which uses a sample unit,generated from the decision-making unit,as reference standard to evaluate the efficiency of decision-making unit,to ensure the consistency of the external environment in the evaluation process.This study selected the investment as the input indicator and the total amount of profit of the mining enterprises as the output indicators,and carried out an empirical study based on the iron ore resources related data of year 2013 of Hebei province,thus obtaining iron mine resources development efficiency differences between parts of the city of Hebei province in 2013,as well as a summary description and assessment of the reasons for the differences.This study provides a scientific approach to regional zoning based on the efficiency.The empirical results show that the method in theory and practice are feasible.This method can effectively meet the estimation and assessment of the iron ore resources development and utilization of zoning based on efficiency,thus providing decision support and reference for enhancing the development and utilization efficiency of the iron ore resources and the development of relevant policies.
