摘　　要：党的十八届三中全会把混合所有制确定为我国基本经济制度的重要实现形式,本文旨在针对我国国有企业的混合所有制改革,提出存在的问题及其对策建议。本文从中信国安集团的混合所有制改革出发,研究了其改革路径和存在的问题,并对相关问题分别给予了回答,进而对我国国有企业提出了改革的关键点。研究发现,中信国安集团的混合所有制改革存在信息不透明、方式有缺陷、监管混乱及国资流失的现象,而我国国有企业改革要从国有企业管理、国有资产管理和国有资本管理等方面着力开展进行。国有企业混合所有制改革对实现国有经济和非公经济的双赢意义重大,本文对混合所有制改革的问题及对策进行研究,以期为我国国有企业混合所有制改革的有序推进提供参考。The third Plenary Session of the 18th CPC Central Committee identified the mixed ownership as an important form of basic economic system, and this paper aims at the mixed ownership reformation of state owned enterprise, proposing on the existed problems and solutions. Focusing on the mixed ownership reformation of CITIC Guoan group, we study and answer its reformation method and existed problems respectively, then propose the key points of state owned enterprises reformation. From the study, we find that there exists phenomena such as nontransparent reformation, defective method, supervision confusion and state owned assets wastage and so on, and state owned enterprise＇s mixed ownership reformation of China should focus on enter- prise management, state owned asset management and state owned capital management. State owned enterprise＇s mixed ownership reformation is important to both state owned economy and private economy, this paper studies the problems and solutions of state owned reformation, hoping to provide suggestions on the spread of state owned enterprise＇s reformation.
