摘  要:日负荷曲线变化特性受到多种外在因素的影响,政策因素是其中的一个重要方面。以深圳市日负荷曲线变化特性为例,分析了分时电价、阶梯电价和节能家电补贴三种政策的实施对负荷特性的影响。构建了Sigmoid函数模型反映用户对于电价变化的用电功率响应特性,分析执行分时电价后的负荷转移量及日负荷曲线的变化特性;通过对深圳市阶梯电价实施前后工作日负荷相对于上一年同一月份中平均最高气温最为接近一周的工作日负荷的增长情况进行对比,分析阶梯电价政策实施对负荷特性的影响;通过对各种节能家电的节电效果进行测算,并结合居民对各种家电的使用习惯,分析了节能家电推广使用对负荷特性的影响。分析结果表明,三种政策的实施能够有效缓解电力供应紧张,降低峰谷差。Changing characteristic of daily load curve is affected by various external factors and policy factor is one of impor-tant aspects.Taking changing characteristic of daily load curve of Shenzhen city for an example,affect on load characteris-tic by implementation of three policies including time-of-use price,step electricity price and subsidies for energy-saving appli-ances.Sigmoid function model was constructed to reflect electric power response characteristic of customers on change of e-lectricity price and analyze changing characteristics of load transfer amount and daily load curve after implementing time-of-use price.By comparing load increase in working days of one week before and after implementation of step electricity price in Shenzhen city with that in the same month of last year with nearest average highest temperature,affect on load character-istic by implementation of step electricity price.By measuring and calculating effects of electricity saving of various energy-saving appliances and considering habits of residents on various appliances,affect on load characteristic by promotion and use of energy-saving appliances was analyzed.Results indicate that implementation of these three policies could effectively ease tension of electric power supply and reduce difference between peak and valley.
