共青团工作视野下流动儿童精神文化生活思考——基于“小蒲公英健康成长计划”实践

摘　　要：浙江省杭州市因其较为优越的自然环境、经济环境、人文环境以及相对较低的城市准入门槛和相对宽松的流动儿童义务教育阶段就读政策,成为外来创业务工人员及其子女大量进入的热门城市。杭州市拱墅区共青团组织结合外来创业务工人员聚集、流动儿童入学人数多的区情实际,通过"四大举措",积极开展服务于流动儿童精神文化生活的"小蒲公英健康成长计划"实践活动。力求社会资源整合统筹、着眼同频共振,构建多元支持系统、着眼求新求变,使活动载体效能最大化,着力丰富流动儿童的精神文化生活。Because of the predominant natural, economic and cultural environment,relatively lower entry threshold of urban life and relatively loose compulsory education policy for migrant children,Hangzhou has become a popular city which is flooded with a large number of migrant workers and their children. Combined with the reality of mass migrant workers and high school enrollment of migrant children in Gongshu,the Communist Youth League Committee of Gongshu promoted ＂Little Dandelion＇s Healthy Growth Plan ＂which aims to serve migrant children＇s spiritual and cultural life through four measures. This plan strives to integrate resources as a whole,constructs a system of multiple support,and seeks change and innovation,in order to maximize the carrier efficiency and enrich migrant children＇s spiritual and cultural life.
