摘　　要：在"大众创业、万众创新"背景下,基于第三方视角,对C市2012-2014年的孵化器发展专项资金的产出效果展开绩效评价,探究专项资金使用过程中取得的成绩、存在的问题,提出改进孵化效果,建设新型平台,创新投入模式,提升专项资金支出绩效,助推"大众创业、万众创新"的对策建议。Based on third - party perspective, the achievements, problems, and suggestions for improving hatching effects, constructing new platforms, and innovating investment patterns, have been proposed on this paper, as well as the performance evaluation of the 2012 - 2014 incubators development special funds has been implemented in the context of public venture and public innovation.
