摘　　要：文化产业规制绩效是规制供求结构、规制博弈行为、规制职能绩效三者相互作用所反映出来的规制状态,规制职能绩效内涵规制成本、规制效率、规制效果之间的函数关系。规制低效或失灵主要表现为规制背离规制需求、规制促成企业依赖、规制成本过高、规制寻租腐败。文化产业行业垄断的变化、高新技术的应用、国际文化贸易的竞争等背景条件的变动,使文化产业规制呈现调整缓和的趋势。提高文化产业规制绩效,须努力做好深化文化体制改革、科学掌控规制总供给、加强战略规制、重视文化市场监管、积极参与国际文化经济竞争、提高规制质量、管好文化内容、整合规制机构和调整缓和规制等九个方面的工作。Regulation result of cuhural industry is a situation reflected from the interaction among structure of supply and demand, game behavior, and function effect. Regulation inefficiency or failure could mainly be attributed to the deviation of regulation demands, enterprise dependency caused by regulation, excessive cost of regulation, and rent - seeking corruption of regulation. Changes of cultural industry monopolization, application of hi - teeh, changes of background condition of international cultural trade competition make the regulation of cultural industry become relax- ed. In order to promote the regulation result of cultural industry, we must endeavor to deepen cultural systematic re- form, scientifically manage the aggregate supply of regulation, strengthen strategic regulation, pay attention to cultural market supervision, actively participate in international cultural economic competition, promote regulation quality, manage cultural content, integrate regulation organization, and adjust and alleviate regulation.
