基于生态系统服务价值的土地利用总体规划实施评价——以沧州渤海新区为例

摘　　要：为了定量分析土地利用总体规划实施过程对生态环境的影响,文章以沧州渤海新区为研究区,以土地利用规划数据和2009—2013年土地利用变更调查数据为基础,采用土地利用程度综合指数、生态系统服务价值评估方法、敏感性指数、灰色预测模型,探讨了研究区规划期以及2009—2013年土地利用变化对土地利用程度和生态系统服务价值的影响,预测了2015年和2020年生态系统服务价值,并与规划目标进行比较。结果表明:1规划期间,研究区土地利用程度综合指数提高6.25%,生态系统服务价值增加13121.7101万元,规划做到了经济效益与生态效益并重;22009—2013年,研究区土地利用程度综合指数提高了5.04%,生态系统服务价值减少了1114.2118万元,说明规划实施过程中过于重视经济效益,而忽视了生态效益;3预测结果显示,到2020年生态系统服务价值减少7080.9098万元,规划实施过程中,研究区生态系统服务功能在逐渐减弱。当地政府应高度重视规划实施过程中生态环境退化的问题,并采取积极有效的措施,做到土地利用与生态环境建设协调发展。In order to analysis the influence of the process of implementation of general land use planning on the ecological environment quantitatively, the article takes the Cangzhou Bohai New Area as the study area, with the land use plan data and the 2009-2013 data of land use change survey as the basis, using the comprehensive index of land use degree, the ecosystem service value assessment, sensitivity index, grey prediction model Discusses the influence of the land use change on the degree of land use and ecosystem services value in the planning period and 2009-2013 years in the study area, predicts the ecosystem services value in 2015 and 2015, and comparing with planning objectives. The results showed that： （1） the comprehensive index of land use degree increase 6.25%, the ecosystem service value increase of 131,217,101 yuan during the planning in the study area, the planning done both economic and ecological benefits; （2） from 2009 to 2013 years, the comprehensive index of land use increased by 5.04%, the value of ecosystem services was reduced by 11,142,118 yuan in the study area, illustrate the planning implementation process to attach too much importance to economic benefits, while ignoring the ecological benefits; （3） the prediction results show that the value of ecosystem services reduced 70,809,098 yuan to 2020, the ecosystem service function in the study area is weakened gradually during the implementation process of the planning. The local government should attach great importance to the ecological problems of environmental degradation in implementation process of the planning, and take positive and effective measures to achieve land use and ecological environment construction and coordinated development.
