摘　　要：乳制品原料来源分散,保鲜要求很高,产业链涉及环节较多,因此对乳制品的品质控制一直都是各国乳品企业食品安全管控的重点。基于一体化的合作社组织、奖罚分明的制度和双重治理检测体系,荷兰皇家菲仕兰奶业公司建立了卓有成效的管理体系——Focus(品质聚焦)管理体系。为提高中国奶业的产品质量,我们需要建立全产业链的质量监管体系,构建农户的合作机制和利益分享模式、提升产业链参与者的责任意识。The raw milk of dairy products is scattered and quite a standard. The industry chain involves many links, so the milk quality control has always been crucial for dairy enterprises food safety in all countries. Royal Friesland Campina N.V. establishment an effective management system - Focus that is based on cooperative organization, clear distinction between reward and penalty and dual governance detection system. In order to improve the quality of dairy products in China, we need to establish the quality supervision system of whole industry chain, construct the cooperation and benefit sharing mechanism, and enhance the responsibility consciousness of the participants in the industry chain.
